How We Rank "Most Affordable" Schools

%%YEAR%% Most Affordable 91成人 %%LEVEL_NAME%% in %%PROGRAM_NAME%% Badge

The 91成人 research team manually collects and verifies tuition data for every school on our lists, ensuring you see accurate, up-to-date costs whether you're pursuing an associate, bachelor's, master's, or doctoral program. To qualify, schools must offer fully online degrees, hold institutional accreditation, and have verifiable enrollment data through the National Center for Education Statistics. While some of our rankings include partner schools, every school is evaluated using the exact same criteria.

We prioritize schools that offer a consistent tuition rate across programs at the same degree level, so you're not caught off guard by unexpected price differences between majors, and for graduate programs we go a step further by individually calculating program costs since credit requirements and fees vary widely.

Students consistently praise accessible, caring professors, strong internships, research, networking, and career connections, especially when they seek them out early. Many say the campus feels energetic, diverse, and full of clubs, study spaces, and practical support. The most frequent drawbacks involve very large classes, difficult parking, limited course availability, inconsistent advising, and frustrating financial aid or administrative processes. • CSU’s board approval comes from the Institute of Hazardous Materials Management. That gives the program a specialized professional alignment that many emergency management master’s degrees do not advertise, and it is especially relevant for students working in fire services, occupational safety, environmental health and safety, industrial operations, public safety, or hazardous materials response.
  • Students complete 36 credits, but the university allows up to 24 transfer credits, which could substantially reduce time and cost.

Stories Behind the Most Affordable 91成人 Master's Degrees in Emergency Management: An Editorial Analysis

Where the Field Got Its Start

Arkansas Tech University

Arkansas Tech is one of the few schools on this list that can legitimately build its identity around the history of the discipline itself. The university describes its program as the world's first accredited emergency management degree, giving it a historical distinction no competitor can match. That heritage is paired with an unusually broad academic approach that extends beyond disaster response into emerging technology, ethics, leadership, cyber risk, business continuity, and higher education risk management. (It's also the cheapest emergency management master's on the list.)

Designed Around Working Professionals

American Public University System

Few schools give students as much flexibility in how they complete graduate study. APUS offers multiple culminating options 鈥 including a capstone, master's project, or comprehensive exam 鈥 along with monthly course starts, up to 15 transfer credits, and widespread use of no-cost educational resources.

This university emergency management master's also posts the highest median earnings ($91,488) and highest retention rate (97%) among ranked schools.

Learning Through Live Disaster Operations

Florida International University

Most online emergency management degrees are completed entirely online. FIU deliberately breaks that model by requiring students to participate in a three-day disaster field exercise in Miami, where classroom concepts are applied in simulated operational environments. The curriculum also integrates emergency management with humanitarian assistance and disaster management while aligning with FEMA Higher Education Core Competencies.

My experience at this university has been profoundly discouraging, and, at this point, I would not recommend it to others. It鈥檚 disheartening to feel trapped in an environment that seems to prioritize formality over genuine academic growth. Unfortunately, the university鈥檚 acceptance, and continued tolerance, of professors who fail to uphold even basic standards of teaching and mentorship has been one of the most disappointing aspects of my graduate experience.

The professor assigned to this course... Read More

What makes this experience even more troubling is the institution鈥檚 complacency in allowing such behavior to persist. Despite clear patterns of poor instruction and multiple student concerns, there appears to be no accountability or intervention from the university. This tolerance for incompetence not only undermines academic integrity but also conveys a troubling message: that the institution values tuition revenue more than the quality of education or the well-being of its graduate students.

As a result, many students, myself included, are left navigating complex material with minimal guidance, receiving only partial or inconsistent corrections, and feeling largely abandoned in what should be a collaborative and intellectually stimulating environment. Graduate education should challenge students to think critically and grow professionally, not break them down through neglect and indifference.

This experience has been eye-opening, revealing how institutional priorities can overshadow the very mission of education. It has strengthened my belief in the importance of accountability, empathy, and true academic leadership, values this university would do well to rediscover.

While researching a good university for an Emergency Management master鈥檚 degree, I noticed that Arizona State University had a variety of degrees within the Emergency Management Homeland Security track. I initially started with a concentration in cyber security but there were so many classes to choose from that sounded more fun so I changed my degree plan to no concentration. The core classes are great, except for a master鈥檚 level statistics class you have to take for some reason, that class is pointless.... Read More

I am a long-time (thirty-plus years) healthcare professional who currently still works at the bedside doing bedside care and diagnostic testing in a federal medical facility. I desired to pursue a master's degree outside my current profession. However, I wanted there to be some relationship in a broader sense in terms of safety, mass casualty events, hazmat concerns, public administrations, etc. These types of events are unfortunately becoming more prevalent everywhere! It is essential that the program... Read More

Overall the course work was easier than I anticipated but the courses did get difficult as the course went on. Advising department, I found, to be completely and utterly useless. Professors have little wiggle room for grade adjustments and some were unwilling to review assignments. Some courses were concurrent, one after another working on the same project, but, I was registered with a course in between. So for 7 weeks I was separated from the assignment and was expected to pick up where I left off.... Read More
